Brasil Telecom in final phase of
access ports tender
Brasil Telecom in final phase of access ports tender
Brasil Telecom is in the final phase of a tender to acquire
two million ADSL access ports, and has already received
11 proposals from suppliers, according to reports in Valor
Econômico, a local daily. Brasil Telecom will disclose
the names of the winning suppliers by year-end 2004 and
the first access ports will be delivered in January 2005.
According to the company, all the access ports will be
installed by 2006. Manufacturers Cisco, Alcatel, Lucent,
and Huawei Telecom will supply for the company's current
equipment. Brasil Telecom currently has approximately
440,000 ADSL clients, and aims to close the year with
close to 600,000, double the number it had in December
2003.

Lucent expands china Unicom
Lucent Technologies has announced a series of contracts
totaling USD 107 million with China Unicom's provincial
subsidiaries in Zhejiang, Shaanxi, and Liaoning for their
CDMA network expansion projects. Lucent will supply its
CDMA2000 solutions to improve the capacity and coverage
of Unicom's mobile networks in the three provinces. Lucent
Worldwide Services, Lucent's services arm, will support
these network deployments. With this expansion, China
Unicom will be able to offer new revenue-generating services
such as video-on-demand, live streaming audio, and high-speed
mobile Internet access to its subscribers. As Lucent's
equipment can be upgraded to support more advanced 3G
services, these deployments will also lay a foundation
for the future evolution to 3G. The collaboration between
China Unicom and Lucent on the development of the operator's
CDMA network began in May 2001. |

EC approves €½ billion
state aid to express operator
The European Commission has decided to authorise a subsidy
of €503m by the French government to state owned
express parcels company Sernam despite non-adherence to
many of the original conditions. The money will be provided
to allow the loss making subsidiary of SNCF, the French
Railways, to re-structure. However the Commission also
decided that a later unlawful subsidy of €41m will
have to be repaid. |

Indian Telecom industry reps call for
new telecom policy
Telecom industry representatives from India have called for
a new telecom policy framework that would help attract INR 1,600
billion as investment to achieve the government's ambitious
targets for 2007. These include a tele-density of 20 percent,
mobile phone penetration of 150 million, and broadband user
base of nine million subscribers, among others. In a meeting
with Telecom Regulatory Authority of India (TRAI) officials,
the Indian telecom regulator, they have called for resolving
regulatory issues relating to unified licensing, broadband growth
and spread, Access Deficit Charge (ADC) review, and spectrum-related
issues. Umang Das, chairman of Assocham's communications convergence
committee, said, "The Indian telecom industry is expected
to be the fastest growing industries in the financial year 2004-2005.
Tele-density has increased rapidly from 7.02 percent in March
2004 to 8.1 percent, as per September 2004 TRAI estimates. However,
India's tele-density compares rather unfavourably vis-à-vis
other countries like China and the Philippines." He added
that a new policy framework is necessary to help attract investment
that would substantially increase telecom penetration and coverage.
On the issue of broadband growth, he stated that there is a
need to facilitate alternative and multiple technology options.
According to TRAI, 80 percent of the cost to provide broadband
access is currently on account of international and domestic
bandwidth. To bring down the access cost of broadband services,
the charges for leased lines, both within India as well as internationally,
should be brought down significantly. Deepak Kapoor, head of
infocom practice, PricewaterhouseCoopers, commented, "The
spectrum-related issues, which is, efficient utilization, allocation
and pricing are of great significance and can have a long term
impact on the growth of telecom services." He suggested
that adequate frequency should be allocated for growth of wireless
services and for mobile services, and appropriate and sufficient
spectrum should also be made available.

Mediaset chooses Nagravision for pay-DTT
Italian broadcaster Mediaset has chosen Nagravision's conditional
access systems for its pay digital TV services scheduled to
launch in 2005.
Under the terms of the agreement, Nagravision will secure pay-per-view
(PPV) offerings over Mediaset's digital terrestrial platform,
the first commercial DTTV service in Italy. Nagravision will
download its conditional access technology on to the DTT-enabled
set-top boxes already deployed and will work with all digital
STB manufacturers to enable the timely launch of the service.
Nagravision's content security solution is based on smart cards,
which can be recharged during a limited time period. Italian
customers will be able to buy them in stores to watch the live
broadcasting of football matches in the Italian Serie A.
Mediaset has secured digital terrestrial premium football TV
rights for the next three seasons from leading Serie A clubs
Inter, Juventus, Milan, Roma, Sampdoria, Atalanta, Livorno and
Messina. |

Vietnam and the e-Governament
The Vietnamese authorities are looking to encourage the development
of IT-enabled governance in the country, with the removal of
legal obstacles to e-transactions.
Last week 80 technology companies showcased their solutions
at a government-supported tradeshow in Hanoi, under the theme
'Towards an e-government in Vietnam'.
According to Do Trung Ta, Deputy Minister of Post and Telematics,
the government has issued a number of decrees to create a 'legal
corridor' for the development of e-government technologies in
the country.
Under a masterplan developed by the Post and Telecommunications
Strategic Institute, Vietnam's e-government progress aims to
match the regional average level by 2010 and be one of the governments
IT leaders in the following decade.
By 2010 all information about administrative procedures will
be posted on the web and at least 30 per cent of the population
in big cities will be accessing government services online.
The Vietnamese government has prioritised getting business information
online, with a view to leveraging the web to cut down red tape
and encourage enterprise.
About half of all business registrations and 10 per cent of
the government tenders will be executed via the internet in
the next six years.

3 Signs agreement against unpredictable
prices
3, the mobile operator, has signed an agreement of the Swedish
Consumer Agency against unpredictable prices, complex conditions,
and misleading commercials. According to 3's estimates, Swedish
pre-paying customers risk paying an over price of approximately
SEK 20 billion if no action is taken. 3's goal is to contribute
to lower prices that enable consumers to afford more and longer
mobile calls. In the estimates made by 3, it is assumed that
Swedes would like to use their mobile phone when making about
half of all their telephone calls, for 200 minutes. In that
case, each pre-paying customer will pay about SEK 4,176 too
much in 2005. According to Helena Westin, Nordic marketing director
at 3, the high mobile prices are an effect of the complexity
in the market. According to the agreement, the signing party
is committed to clearly describe the conditions of contract
in its marketing, the minimum total cost, and the areas in which
the operator has coverage. |
